HR functions have been adding internal organization design services since the early 2000’s. A COE must be intentionally designed into the HR operating model – not just from the reporting relationship, but from the lateral, end-to-end service delivery perspective. And, when setting up a COE, most HR functions re-invent sliced bread by re-writing, honing, and developing their own, at best, incomplete organization design solution.
